Yeah They both look similar around the surrounding eyes face but on other areas they don't match.
Put both picks aside and check this out.
Certain jags has very unique rossetes and facial characteristics and colorations that plays major role on identifing and differentiating them.
The best thing I focus is on the single dots if you see 2 very similar animals but one got one single dot on its hind quarter (which is the case of these pics) and the other got 2 they aren't the same anymore.
Around the hindquarter from that angle Tusk got only one which forms only one flower whereas the unknown male around the same place got much more than 2 dots which forms multiple flowers and even if both got one its very worth noting the shape of the rossettes on its surroundings, it can be different.
You can also focus on the larger rossettes and see if they got tiny dots within. If one got 2 spots or more within and the other animal has empty rossetes at same spot on the same area they can't be considered the same animal anymore.
they both got different forehead patterns and Tusk's right ear is cut and like you said he is younger.
Their belly patterns also don't match.
From the same angle The older male got a pettern on his right arm that resembles a tiger stripe whereas Tusk don't have it on the same place.

Note the pic above despite the flowers already formed there are still 4 free dots outside of the rossetes around the same area of the animal's body which can form into new flowers.

Regarding the dynamics its gonna be very interesting with new males in the area but I wish we new more in details.
