Well, lionesses aren't eating neither, he is only letting cubs near the kill because he knows they wont eat too much.. this is how lion society works, its all about strenght and dominance, if you are not strong enough or willing to fight for a share of a kill, which Scar obiviously isnt, you need to wait for leftovers.
Im sure he will get some food later alongside females.
Its great to compare this situation with recent Nwaswitshaka males fight, where we can see how dominant male around the kill (Amahle) was challenged by his brother Gore, and in the end Gore stole a kill from him, Gore was very decisive to get piece of that kill, even tho he knew he would get beaten in the process.
