If bribery is involved, this issue goes beyond hunting, as at the level of human society, he's bribed a government official. The hunter's probably back to America by now but his business is locked down. I don't how it will work if Zimbabwe presses charges and he's in the US. One could also put economic damages on him, as the lion was an ecotourism attraction.
