It's a combination of things. Unless the rival coalition is in fact trying to take over a land, then they go about it very carefully. One thing for them is scaring away 2 males in the border of the land, and another different is doing it in the very core of their territory, where they would have the advantage.
You need to keep in mind that lions, like most animals, try to minimize the risk of injury, so if they can chase them away without an actual fight, they will try to do so.
