Frankly, it's hard to imagine the velociraptors (and utahraptors, deynonichus and so on) could have been so feathered as it's depicted in this artistic picture. Because the forelimps are useless when they were catching a prey yet he forelimbs are ended by sharp claws which would become just ornamental. Then, we could believe the featherless part of the head is a beak. No, the velociraptor were not dyatrima or other big prey birds of the Cenozoic era.
In short, it's a over-feathered velociraptor. If we carefully look at the utahraptor's depiction in the previous post (#169), we can see the fore limbs are feathered too. But in this case the predatory capacities of the utaraptor remain unaltered.
