That's the main bothering thing. and that's what I keep saying to @Lycaon but he has still hope on cheetahs. Huh Pak is also suitable for lions but non-friendly nation to india unlike iran.

Definitely, but they are more desperate to get lions than tigers. Leopard_Tiger exchange b/w Iran and Russia is not fruitful.
The plan is rewild tigers in Iran's hyrcan or caspain region which is also part of Caucasus.
In return, russia gets a chance to strengthen leopard population in trans-Caucasus of Russia (which has about 10 perisan leopards AFAIK).
