Sanctions would kill wildlife aswell, its ripple effect.

I am not so sure about that, if it is the right sanctions against the right person/group/organization, they can produce a very expedited affect. We have seen this just recently. Sometimes the sanctions do not even need to be enacted, sometimes just the threat of them can have the desired affect.
