The only answer honestly is providing a life for these people somewhere else.  You have to convince humans to leave this area entirely, and then a mechanism by which to obliterate anybody that even thinks about poaching.  I've joked about it, but a mega project to build a Jurassic Park wall around the entirety of Central Africa.  Build in 24/7 Trumann show style Cameras or something and sell subscriptions.
