Old tiger, probably beaten up by younger males. Must have been 200 kg+ in his prime.
An opinion of mine is, I´ve noticed most of these stray non territorial rescued tigers are usually in the range of 170-190 kg. Meaning being in this weight range probably puts them at a disadvantage for competition with other males. This tells how intense the competition between male tigers is. If it´s a male tiger under 190, 200 kg, it will most likely get displaced.
