I think it's likely that he was spawned by the Slit Nose and his appearance gives strength to that.

He resemblances more to White face of the Matimba. After all. He used to spent a lot of time with the Skorro pride. At least, 'Rhasa' could be most likely son of him judging to the big resemblance

Small mane or not, Shaka Mbiri is, imo, one of the most intimidating and serious looking male lions, and he looks like that in every picture you see of him.
