They way both climbed a steep rock unbelievable, what a sight. Unfortunately not blessed with taking good photos because of VVVIP was blocking our vehicle and that too off road driving. After reviewing the video again, the Tiger in the back has a smaller head than the one in front which leads me to agree with the photographer that it is a courting pair. But no way to know for sure.
